How we ranked these firms
Inclusion rule. A firm qualifies if it was founded in the UAE, or is headquartered and majority-owned in the UAE. Local offices of international networks are excluded by rule: McKinsey, BCG, Bain, Strategy&, Deloitte, PwC, EY, KPMG, Oliver Wyman, Kearney, Roland Berger and Arthur D. Little. Help AG qualifies by headquarters (Dubai since 2004) and ownership (e& enterprise), not founding.
Ranking criteria.
- Depth of UAE practice: founding year, offices, regulated status where the category is regulated.
- Track record in the specialism, evidenced by public engagements, rankings or regulatory recognition.
- Economic weight of the specialism in the UAE in 2026, using Consulting Media's own market data where it exists.
- Standing against the two or three closest UAE-based competitors in the same category.
Comparison set. Each firm was weighed against UAE-based rivals in the same category, named in its entry. Every rival was confirmed to exist and to be based in the UAE before it was named.
Disclosure. Reliant Surveyors is part of the group that publishes Consulting Media. It is included on the same criteria as every other firm and did not pay for placement.
Reviewed 4 November 2026. Facts come from each firm's own site or a linked press or register source. Revenue is not used, and headcount appears only where a firm publishes it.

1. Whiteshield: Government and Economic-Policy Strategy
Verdict: Whiteshield is the government and economic-policy strategy specialist on this list.
Known for: Advising governments on economic policy and building AI-based decision tools alongside the advice. Its own site lists a memorandum of understanding with e& UAE on sovereign intelligence, dated 17 September 2026. It also publishes the Global Trade Resilience Index and the Davos Global Labour Resilience Index.
Background: Fadi Farra founded Whiteshield in London in 2011. A Ruya Partners release of 30 June 2026 says it operates principally from Dubai (DIFC) and Riyadh, and its site lists offices in Dubai, Abu Dhabi, Riyadh, London, Barcelona and Astana. Ruya provided a US$15 million senior secured private credit facility, announced in July 2026.
Weighed against: HAO Strategies in Abu Dhabi and Falcon and Associates in DIFC, which advise on UAE policy and government relations. Whiteshield placed first because government and economic-policy advice shapes spending across every other specialism here (criterion 3), and its published indices and platform products give it a documented record (criterion 2).
Instruct them when: a ministry, regulator or sovereign body needs evidence-based policy design with measurable indicators.
2. Reliant Surveyors: Real Estate Valuation and Advisory
Verdict: Reliant Surveyors is the real estate valuation and advisory specialist on this list.
Known for: RICS-regulated valuations, bank-panel valuation work, building consultancy and property research. On 22 May 2026, Consultancy-me.com reported a Q1 2026 market intelligence series of seven reports, five of them covering Dubai.
Background: The firm says it was established in 1977 and holds a RERA valuer rating, with offices in Dubai, Abu Dhabi and Ajman and an office in India. The RICS register lists Reliant Surveyors Company LLC as a regulated firm. Reliant Surveyors is part of the group that publishes Consulting Media.
Weighed against: Cavendish Maxwell, ValuStrat, Land Sterling and Asteco. ValuStrat also dates from 1977 and publishes the ValuStrat Price Index. Cavendish Maxwell began in the UAE in 2008, Land Sterling in 2009, and Asteco is a Dubai property consultancy that offers RERA valuation.
Reliant Surveyors placed second on regulated status, length of record and a research series published in 2026 (criteria 1 and 2). It also reflects the weight of Dubai property, where 81,839 residential sales worth Dh225.7 billion were recorded in H1 2026 (criterion 3).
Instruct them when: a lender, buyer, fund or owner needs a RICS-regulated valuation or building report in the UAE.
3. Farahat & Co: audit, tax and accounting advisory
Verdict: Farahat & Co is the audit, tax and accounting advisory specialist on this list.
Known for: Statutory audit, corporate tax, VAT, forensic accounting and court expert witness work. Its own site reports more than 180 professionals and membership of LEA Global, with access to support in more than 70 countries.
Background: Founded in Dubai in 1985. The firm is a registered tax agent with the Federal Tax Authority and is registered with DIFC, and its audit page lists approval across free zones including DMCC and JAFZA. It holds ISO 9001:2015 certification and serves clients in Dubai, Abu Dhabi and Sharjah.
Weighed against: Jaxa Chartered Accountants, KGRN Accounting Associates, Push Digits Chartered Accountants and Crowe Mak, all based in Dubai. Crowe Mak is registered in Dubai as a member of the Crowe Global network, which is why it is a comparator and not a candidate.
Farahat & Co placed ahead on the length of its UAE record, from 1985, and the spread of its registrations (criteria 1 and 2).
Instruct them when: you need a statutory audit, corporate tax filing, tax dispute support or a free zone audit.
4. Alpen Capital: corporate finance and M&A advisory
Verdict: Alpen Capital is the corporate finance and M&A advisory specialist on this list.
Known for: Mid-market M&A, debt and equity advisory for business groups across the GCC and South Asia. On 21 February 2023 IMAP announced Alpen Capital as its exclusive M&A partner for the GCC, linking it to more than 450 M&A professionals in over 40 countries.

Weighed against: SHUAA Capital and Awad Capital. SHUAA Capital is a Dubai Financial Market listed group, founded in 1979, where advisory sits alongside asset management. Awad Capital is an independent Dubai firm regulated by the DFSA that specialises in M&A, corporate finance and capital markets.
Alpen Capital placed ahead on its advisory focus and the international partner network documented by IMAP (criterion 2).
Instruct them when: you are buying, selling or raising capital for a mid-market business and want an adviser with partners abroad.
5. Shuraa: company formation and business advisory
Verdict: Shuraa is the company formation and business advisory specialist on this list.

Weighed against: Virtuzone, founded in Dubai in 2009, and Creative Zone, founded in Dubai in 2010. Both focus on company formation across mainland and free zone jurisdictions. Shuraa placed ahead on the longer record and an in-house tax division (criteria 1 and 4).

6. AESG: sustainability and built-environment engineering
Verdict: AESG is the sustainability and built-environment engineering consultancy on this list.
Known for: Sustainability, energy, fire and life safety, facade engineering, acoustics, commissioning and government advisory for buildings and cities. ME Construction News reported that it opened a 25,000 sq ft headquarters in Dubai.

It has offices in Dubai and Abu Dhabi. Mr Al Abbar chaired the Emirates Green Building Council from 2013 to 2020, according to MEED Events.
Weighed against: Farnek, a Dubai facilities management group with a sustainability consultancy division and a UAE record since 1980, and Enviromena, an Abu Dhabi clean energy services company. Enviromena is a looser comparator because it operates energy assets and is not a design consultancy.
AESG placed ahead because consultancy is its core business and not a division (criterion 4), and because the built environment is central to UAE construction and property activity (criterion 3).
Instruct them when: you need a net zero roadmap, building energy modelling, facade or fire engineering, or commissioning.
7. Cooper Fitch: HR advisory and executive search
Verdict: Cooper Fitch is the HR advisory and executive search specialist on this list.
Known for: Executive search, recruitment and HR advisory across the UAE and Saudi Arabia. It publishes salary guides for both markets, which Consultancy-me.com covered in December 2019.
Background: Cooper Fitch launched in Dubai in August 2016 by acquiring Morgan McKinley's UAE business, and says its team has recruited in the Gulf since 1997. In June 2022 French group Lincoln became majority shareholder, with Cooper Fitch keeping its brand. It qualifies as a firm founded in the UAE.
Weighed against: TASC Outsourcing, a Dubai staffing and managed services company founded in 2007; Nathan & Nathan, a Dubai HR outsourcing provider established in 2012; and BAC Middle East, a Dubai recruiter that dates to 1979. Cooper Fitch placed ahead on its salary research and its mix of search and HR advisory (criterion 2).
BAC Middle East has the longer record and TASC the broader outsourcing business.

It was later acquired by e& and became the cybersecurity arm of e& enterprise, with offices in Dubai, Abu Dhabi and Riyadh and a presence in Egypt. It qualifies by headquarters and ownership, not founding.
Weighed against: CPX, an Abu Dhabi cybersecurity company owned by G42, and Core42, G42's Abu Dhabi sovereign cloud and AI company, where cybersecurity is one service line. Help AG placed ahead on its advisory focus and a dedicated defence centre (criteria 2 and 4).
Instruct them when: you need a security assessment, zero trust design or a managed detection and response service.
How to choose between them
Purpose decides the firm
Start with the decision you need to make, then pick the specialism. A valuation, an audit, a policy study and a security assessment cannot stand in for one another.
Questions to ask before instructing any firm:
- Is the firm regulated for this work in the UAE, and can you check the register yourself?
- Who will do the work, and how many similar engagements have they handled here?
- Who owns the firm, and does it have other business that could conflict with your interest?
- What will you receive, in what format and by what date?
What a proposal must show
scope and exclusions; a named team with credentials; the method and standards followed, such as the RICS Red Book for valuation; a timeline with milestones; fees with what is excluded; and how conflicts will be handled.
How fees usually work in the UAE
Four structures are common: fixed fees for defined deliverables such as a valuation report or an annual audit, day or hourly rates for open advisory work, monthly retainers for continuing support, and success fees for transactions such as M&A. This guide gives no firm-specific fees. Ask for the fee basis in writing, and expect government and licence fees to be quoted separately.

Frequently asked questions
1. Which UAE-based consulting firms are on this list?
Eight: Whiteshield (government and economic policy), Reliant Surveyors (real estate valuation), Farahat & Co (audit and tax), Alpen Capital (corporate finance and M&A), Shuraa (company formation), AESG (sustainability engineering), Cooper Fitch (HR and executive search) and Help AG (cybersecurity). Each was weighed against two to four UAE-based rivals.
2. Why are McKinsey, Deloitte and other international networks excluded?
The inclusion rule keeps the list to firms founded in the UAE, or headquartered and majority-owned here. Twelve international networks, from McKinsey and BCG to Arthur D. Little, are excluded because their UAE offices are local offices of global firms. This keeps the comparison to local specialists. It does not rate the networks.
3. Which credentials should a UAE valuer, auditor or tax adviser hold?
Check three things. Valuers in Dubai should be RICS-regulated and RERA-approved, auditors should be approved by the authority that licenses the client, such as DIFC or a free zone, and tax agents should be registered with the Federal Tax Authority. Each can be checked on a public register before you instruct a firm.
4. How do consulting firms charge in the UAE?
Four structures are common: fixed fees for defined deliverables, day or hourly rates for open advisory work, monthly retainers for ongoing support, and success fees for transactions. Fees vary by scope and firm, so this guide gives none. Ask for the fee basis in writing and for government fees to be quoted separately.
5. How large is the Dubai property market that real estate advisers serve?
Consulting Media's H1 2026 report counts 81,839 residential sales in Dubai worth Dh225.7 billion in the first six months of 2026. That scale is why real estate valuation ranks second on this list. Other published datasets use different cut-offs, so counts vary slightly by source.
6. Is Reliant Surveyors a regulated valuation firm?
Yes. Reliant Surveyors states on its site that it is regulated by RICS and is RERA-licensed, and that its valuation reports are bank-approved. It has operated since 1977 and lists offices in Dubai, Abu Dhabi and Ajman, with Ras Al Khaimah also shown. It is part of the group that publishes Consulting Media and was ranked on the same criteria as every other firm.
